Ugueth - present reliever, future starter?

The Tigers are looking for a starting pitcher. Ivan Rodriguez tried to interest them in Ugueth Urbina, but they'd prefer a starter at this point.
Now, you often here about starters being made into closers - Eck, Smoltz, and Chacon this year - but you don't hear much about closers being made into starters. Give me a frontline starter over a frontline closer any day of the week. Why doesn't Ugueth Urbina, who is the last good free agent left this year, try his hand at starting, or at least say that he'd be willing to give it a try. He's currently looking for money equivalent to his 2003 salary, which was $4.5M. The lukewarm offers that he's received have been limited to lower numbers in the range of $2M/yr or so. Back in 1996 he started 16 games for the Expos, had an ERA of 3.71 and struck out 108 in 114 innings with 44 walks.
I think there are a couple things that are clear:
- Urbina is a good pitcher
- There are more teams in need of a good starting pitcher than a good reliever
If Ugueth Urtain Urbina is serious about making lots of money this year, maybe he should think about starting.
